1. Ryan Leaf, QB Washington State
San Diego Chargers No. 2 overall pick in 1998.
13 TDs and 33 interceptions - Peyton Manning drafted after him.
2. Blair Thomas, RB Penn State
New York Jets No. 2 overall pick in 1990.
2,236 yards in 8 seasons - Emmitt Smith drafted after him.
3. Tony Mandarich, OT Michigan State
Green Bay Packers No. 2 overall pick in the 1989 NFL Draft.
Some steroid controversy - Barry Sanders drafted after him.
4. Todd Marinovich, QB USC
L.A. Raiders No. 24 overall pick in 1991.

I really think Ryan Leaf - while undoubtedly a bust - appears worse because of his association with Peyton Manning. There was a large debate over which QB should go #1 and obviously the right one did. Isn't Jamarcus Russell at least as big a bust as Leaf since Russell was the #1 overall pick? Also, Manning went before Leaf (#1 and #2 respectively) so that needs to be corrected here.
