| | His push to move the country to the heart of Europe has largely languished |
| | Of late he can’t introduce legislation without clearing it with some would-be successor |
| | Several times, a great reform was promised (granting parents more power over schools; giving patients greater choice within the National Health Service) only to see them watered down |
| | No "Thatcheresque" transformation after taking and holding office |
